The Mulimathi Tourism Zone, located at the northern tip of Meedhoo near the historic Koagannu cemetery, is under renewed scrutiny following a June 2026 compliance audit by the Auditor General's Office. The audit found that three tourism plots in the zone were expanded from an original 17,000 square feet to 44,595 square feet (an addition of 27,595 square feet) without the required public announcement.
The zone was established as part of a broader government initiative to boost Addu's local economy by leasing land for guesthouses and city hotels. However, the audit also found that head leases and development rights for plots in the zone were transferred to other parties even while MVR 194,816 in rent remained outstanding, and that revised lease agreements failed to include provisions for recovering these arrears.
Addu City Mayor Ali Nizar has stated that most flagged transactions followed standard protocol, with the endorsement of the full council following discussions by the tourism committee. The findings nonetheless raise questions about governance standards in tourism-zone land management as Meedhoo transitions to its own island council.
